The scheme allows graduates to establish and operate primary health care centers in both urban and rural areas across India, provided they have a no-objection certificate from the district’s Chief Medical and Health Officer. Practitioners completing this course will be authorized to prescribe essential medicines as per World Health Organization guidelines, refer serious cases to specialized care, and issue necessary medical certificates. Shri Bhagwat Raut, a dedicated educator from Nagpur, Maharashtra, has an impressive 35 years of experience in the teaching and education field. Born on November 28, 1968, he holds an MA and B.Ed, which have helped shape his successful career in academia. Currently, he serves as the Director of Mahalaxmi Group of Institutions, where he is committed to fostering quality education and creating opportunities for students.

In addition to his leadership role, Bhagwat Raut also runs skill development courses, including General Duty Assistant (GDA), Medical Lab Technician (MLT), and a COVID-19 crash course for GDA, aiming to equip individuals with practical skills for the healthcare industry.

In 2025, his relentless efforts led to the establishment of a DCMS & Surgery course at his college, marking a significant milestone in the field of education and healthcare.
